In 2004, the news papers talked about this influenza H5N1 by minimizing the inherent dangers. They tried to reassure the public. Presently, most especially those living in the southern hemisphere (Mexico, Chili, Argentina, Australia, Thailand etc), their could be a rapid propagation of this influenza if the northern hemisphere is touched. This aggressive influenza can kill from 10 to 20 people in a day. If eventually the pandemic disease is declared, millions of people could die according to specialists.

The government has reinforced since the end October 2005, some preventive measures against the risk of avian influenza, following reported isolated cases of avian influenza; highly pathogen in the south of Moscow. These governmental decisions are coherent with the graduated community measures taken depending on the risky zones; the zones are being defined by the AFSSA.
Three phases have been identified in the measures taken by the government, with adequate answers for each zone:
The pre-pandemic phase without inter human transmission with strict control measures reinforced, and the prevention of the virus propagation
The confirmed limited human transmission with the putting up of an emergency organization
The real plan of fight against this pandemic disease already put in place will be triggered in case any inherent danger is discovered and the protection of the population equally kept intact by safeguarding the functions in social and economic life.
The full efficiency of these national measures including veterinary and human health will depend on the coordination of the reinforced European community plans. The success of the plans depends equally on only one logic that is the principle of precaution.
